Mission of the Office of Safety

Together with our customers, stakeholders, partners, and other Department of Transportation (DOT) agencies, the Office of Safety works to reduce the number of crashes on U.S. roadways and the severity of crash impacts.
Within the broad highway safety mission, the Office of Safety's mission is exercising leadership throughout the highway community to make the Nation's roadways safer by: developing, evaluating and employing lifesaving countermeasures; advancing the use of scientific methods and data-driven decisions; fostering a safety culture; and promoting an integrated, multidisciplinary (4Es) approach to safety. Focus areas include: Roadway Departure, Intersections, and Pedestrians Safety.
Our safety awareness and education programs focus on teaching users how to gain maximum benefit from the safety features of their roadway infrastructure. We work with highway safety advocacy groups, State and local highway agencies, and other partners and stakeholders to identify safety needs, and to deliver highway user safety awareness and education programs that will make a difference.
As the lead safety champions within the FHWA, we advocate the integration of safety into the entire life cycle of a roadway—planning, design, engineering, environmental management, construction, and operations and maintenance. We coordinate with other DOT agencies (the National Highway Traffic Safety Administration [NHTSA], the Federal Motor Carrier Safety Administration [FMCSA], and the Federal Railroad Administration [FRA]) to develop and implement multi-faceted, intermodal safety programs.

Wheelchair for a Day Challenge (WFD) is a nationwide campaign to raise awareness about the daily challenges associated with living with paralysis, and to raise funding to help build additional NextStep Fitness facilities across the United States. The month-long event will take place in May 2012 in conjunction with National Physical Fitness & Sports Month.

Wheelchair for a Day challenges able-bodied people across America, including celebrities, athletes and volunteers like you, to spend one day in a wheelchair. We also ask participants to share their stories with film and photographs so everyone can learn about their experience. Additionally, each Wheelchair-For-A-Day-er will create a personalized fundraising page at our home on CrowdRise to raise money supporting NextStep's mission and programs for the disabled.

Ever walk down a Los Angeles city sidewalk? It may feel like climbing the Himalayas.

Tree roots have uplifted many city sidewalks across L.A., turning a quick walk around the neighborhood into a treacherous experience. According to The Los Angeles Times, the city receives about 2,500 claims a year from people who hurt themselves on these cracks.

"People get hurt and people can die from falling down on and hitting their head on the sidewalk," says Los Angeles resident Peter Griswold.

What's the city's solution to this problem? A three-year, $10 million survey of all of the city's sidewalks.

Residents like Griswold say that price tag is too high. He has come up with a plan of his own that involves photographs, GPS devices, and - most importantly - volunteers. Griswold is confident that his ragtag crew of sidewalk cartographers can find and report trouble spots more quickly - and cheaply - than city workers.

"What Peter Griswold is trying to do with volunteers, the advantage that has is that it's decentralized," says Adrian Moore, vice president of research at Reason Foundation, the nonprofit that publishes Reason TV.

Moore grants it may be hard to implement on a large scale but you have to stack that up against the usual way city governments fix local problems. Namely, writing a fat check to a contractor so they don't have to deal with it anymore. Hence, the $10 million.

Moore points out that these uplifted sidewalk cracks are indicative of something bigger: bureaucracy run amok.

"One of the problems bureaucracies have, and LA in particular has, is nobody who manages these departments actually invests the management effort in saying lets be ruthless about prioritizing what's most important," says Moore.

The test pad was constructed to evaluate the long-term performance. Brock Paver Base reportedly can replace 5" of dense graded base aggregate.

Accessible Sidewalks Legislation Planned in the New York City in Advance of 25th Anniversary of ADA

New York, NY -- Senior and disabled New Yorkers would see improvements to hazardous sidewalk conditions if new legislation from Council Member Ben Kallos passes. The bill mandates that if property owners fail to perform needed sidewalk repairs, the city will issue penalties and then step in to provide the fixes and bill the party responsible. There are 889,219 New Yorkers with disabilities and nearly one million residents 65 or older, all of whom must safely get around.

The legislation is specifically focused on the ramps that connect crosswalks to sidewalks, many of which have fallen into a state of disrepair. In a study, the Center for the Independence of the Disabled New York has found that 75% out of 1,000 curbs in lower Manhattan were hazardous for disabled residents.

A diffusion of responsibility allows the problem to persist: In 2003, New York City shifted sidewalk liability to property owners in section 7-210 of the NYC administrative code. The Department of the Transportation installs the ramps, but holds building owners responsible for upkeep. Council Member Kallos' proposed legislation to fix the problem has support from Center for Independence for the Disabled, MS Society, NYC Southern New York Chapter, Disabled In Action of Metropolitan NY, Lighthouse Guild, Stanley Isaacs Senior Center, AARP New York, Commission on the Public's Health System, Disability Pride NYC and Bronx Independent Living Services.

“The conditions of our sidewalks must enable all New Yorkers to navigate our city,” said Council Member Ben Kallos. “I have seen firsthand the dangers and barriers of hazardous sidewalks through my mother, who is a senior in a wheelchair. The city cannot stand by when seniors and disabled New Yorkers cannot travel their own city streets because of unsafe conditions.”

“We applaud Councilmember Kallos initiative to ensure that New York City sidewalks and streets are safe for everyone and adhere to the standards of the Americans with Disabilities Act (ADA). On this 25th anniversary of the ADA, people with disabilities should look forward to being able to wheel/roll/navigate safely throughout the City as they go to work, visit friends, go to appointments and tour our City without barriers,” said Susan M. Dooha, Executive Director, CIDNY.

“The National Multiple Sclerosis Society New York City – Southern New York Chapter supports all legislation, policies and regulations that improve accessibility. Appropriate curb cuts are a significant step towards a New York City that is accessible to everyone,” said Gene Veigl, Director of Advocacy, National Multiple Sclerosis Society, New York City, Southern New York Chapter.

“Bad sidewalks and pedestrian ramps can be very isolating for people with disabilities including people who are blind or who have low vision, people who use mobility equipment and people who have difficulty walking. Too many sidewalks and ped ramps remain unrepaired for years. We have to virtually memorize our neighborhoods to travel safely,” said Edith M Prentiss, VP Legislative Affairs, Disabled in Action of Metropolitan NY.

“Cities across America recognize that curb cuts and ramps allow disabled citizens to fully participate in society. This is an easy and essential way to assure that all New Yorkers have full access in our city,” said Alan R. Morse, JD, PhD, President & CEO, Lighthouse Guild.

“BILS commends Council Member Kallos on this very important legislation that helps ensure that all people with disabilities have equal access to sidewalks and passageways. Timely and needed repairs to sidewalks ensures that we can all take advantage of all New York City has to offer,” said Brett L. Eisenberg, Executive Director of Bronx Independent Living Services.
